Aware that floods have result in countless disasters throughout history and Drought is one of the largest and devastating natural disasters of global dimension,

Noting that floods left a lot of damages and took away precious water, while lives are in desperate need of water and food in countries experiencing serious drought and desertification,

Mindful that drought and desertification often result in poverty and affect sustainable development,

Realizing that simply drilling for water, as a conventional measure, cannot really solve the problems of water scarcity but may led to a number of adverse side-effects, such as rapid depletion of groundwater reserves, and that a new and more effective approach is needed as stressed by the decisions adopted at the United Nations Conferences on combating desertification and mitigating the effects of drought,

Noting that climate change leads to droughts, water shortages, floods, geological disasters and ecosystem degradation, but no-sufficient concern on systematical solutions of comprehensive Treatment. Combining climate change adaptation and mitigation, through water, as a win-win-win proposal.

Determined to take it as the primary goal of W&ECF that mitigating the undesirable regional/global climate change through improvement of ecosystem, rehabilitation of degraded eco-environment, development of sustainable eco-economy, and helping the local people in the eradication of poverty toward an eco-society,
